     27th December Remembering Shaheed Benazir Bhutto A Symbol of Democracy and Hope

    As Pakistan commemorates the 17th death anniversary of Shaheed Benazir Bhutto on December 27, 2024, the nation reflects on the life and legacy of one of its most iconic leaders. Benazir Bhutto, the first woman to head a democratic government in a Muslim-majority country, remains a symbol of resilience, courage, and unyielding commitment to democracy. Early Life and Rise to Leadership Born on June 21, 1953, in Karachi, Benazir was the daughter of former Prime Minister Zulfikar Ali Bhutto. A brilliant student, she pursued her education at Harvard University and the University of Oxford, where she became the first Asian woman to head the prestigious Oxford Union. Her academic and political grooming prepared her for a life dedicated to public service. The execution of her father in 1979 by a military regime thrust her into the political arena. Despite personal grief and political turmoil, Benazir emerged as the leader of the Pakistan People’s Party (PPP), championing the causes of democracy, human rights, and social justice. The First Female Prime Minister In 1988, Benazir Bhutto made history by becoming the Prime Minister of Pakistan. Her tenure focused on modernizing the country, empowering women, and improving healthcare and education. Despite facing numerous challenges, including political opposition and societal prejudices, Benazir’s leadership inspired millions, especially women, to participate in politics and public life. Her second term as Prime Minister from 1993 to 1996 was marked by efforts to combat extremism and promote economic development. However, her government faced significant hurdles, including corruption allegations and political instability. Exile and Return After her government was dismissed in 1996, Benazir lived in self-imposed exile for several years. Yet, she remained steadfast in her commitment to restoring democracy in Pakistan. Her return to Pakistan in October 2007 was a moment of hope for the nation. Her presence reignited the democratic spirit and aspirations of millions. Tragic Assassination On December 27, 2007, tragedy struck when Benazir was assassinated in a terrorist attack during an election rally in Rawalpindi. Her untimely death plunged the nation into mourning, but her sacrifice solidified her legacy as a martyr for democracy. Legacy of Democracy and Empowerment Benazir Bhutto’s life and work continue to inspire generations. She broke barriers for women in politics, championed the rights of marginalized communities, and laid the groundwork for a democratic Pakistan. Her resilience in the face of adversity and her unwavering belief in the power of democracy remain a guiding light for many. As we remember Shaheed Benazir Bhutto today, her words echo in our hearts: “Democracy is the best revenge: Her life serves as a reminder of the importance of fighting for justice, equality, and freedom in the face of oppression. Her legacy lives on, not only in the political sphere but also in the hearts of those who dream of a Pakistan rooted in democratic values and social justice.

    Dialogue on Advocating for Increased Budget Allocation for Health and Education Services

    The speakers Mr. Abid Lashari President NDF, Mr. Shahzado Jiskani, Mr. Lal Chand, Mr. Farooq Bhatti, Mr. Tariq Hussain Channar Program Manager NDF, Mr. Yaseen Khaskheli and others focused on analyzing budget trends from 2021-22 to 2024-25, shedding light on infrastructure gaps and regional disparities that continue to challenge these vital sectors. The event highlighted how gradual budget increases have not been sufficient to meet the country’s growing needs, with pronounced inequities across provinces in both the health and education sectors. The analysis revealed that federal health spending, although increased to PKR 56,356 million in 2024-25, constitutes only a small fraction of the overall federal budget, indicating persistent underfunding. Provincial budgets show marked disparities, with Sindh doubling its health allocation since 2021 to PKR 321,712 million and dedicating 64% to public health services. Punjab’s health budget, at PKR 371,806 million, largely targets hospital services, leaving preventive care underfunded. KP demonstrated a notable 197% rise in its development budget by 2023-24, focusing on hospital infrastructure, while Balochistan, with PKR 77,167 million allocated, continues to struggle with infrastructure and service disparities. Pakistan’s shortage of 589,122 hospital beds underscores the urgent need for expanded healthcare facilities, particularly in underserved regions like Balochistan and KP, where per capita health spending remains alarmingly low. In the education sector, federal allocations grew from PKR 145,403 million to PKR 191,650 million, but the bulk of this budget 76% is directed toward tertiary education, leaving primary and secondary education under-resourced. At the provincial level, Sindh’s education budget emerged as a model of balanced distribution, with over PKR 507,576 million allocated, ensuring equitable funding across primary, secondary, and tertiary education. Conversely, Punjab’s budget, though significant at PKR 191,540 million, heavily favors tertiary education, with only 7% allocated to primary education. KP followed a similar pattern, allocating 73% of its PKR 101,271 million budget to tertiary education, while Balochistan demonstrated a progressive shift by increasing its education budget by 218% in 2024-25, focusing significantly on primary and secondary education to address foundational learning needs. The dialogue concluded with key recommendations aimed at addressing the structural funding gaps in both sectors. It was emphasized that Pakistan must increase its health budgets across all levels, prioritize hospital infrastructure, and target funding toward underserved regions to reduce healthcare inequities. Public-private partnerships and a stronger emphasis on preventive healthcare were suggested as critical strategies for enhancing service delivery. In the education sector, rebalancing budget allocations to prioritize primary and secondary education was deemed essential for building a robust educational foundation nationwide. Targeted investments in regions facing significant disparities, such as Balochistan and KP, were recommended to ensure equitable access to education, particularly for girls. The need for expanded Water, Sanitation, and Hygiene (WASH) facilities in rural schools was also highlighted as a crucial step to improve attendance and support student health. These recommendations align with Pakistan’s commitments to the Sustainable Development Goals (SDGs), particularly SDG 3 (Good Health and Well-being) and SDG 4 (quality Education). By addressing these critical gaps in funding and infrastructure, Pakistan can move closer to achieving equitable access to healthcare and education, fostering inclusive socio-economic development and improving the overall quality of life for its citizens.

    NDF Expresses Concern Over 17 Polio Cases in Sindh

    Hyderabad – The National Disability & Development Forum (NDF) Pakistan has voiced serious concern over the reported 17 polio cases in Sindh, despite continuous anti-polio campaigns. Abid Lashari, President of NDF Pakistan, termed the situation “unfortunate” and emphasized that while the Sindh Government’s commitment to eradicating polio cannot be overlooked, the high number of cases highlights a critical need for intensified efforts. Mr. Lashari called for a stronger role for the Expanded Programme on Immunization (EPI) Sindh and the Polio Control Program Sindh in addressing this alarming trend. He noted that polio remains a significant contributor to the rising disability rate in Sindh, leaving survivors to lead challenging lives with limited opportunities. To tackle the issue effectively, Lashari urged the Sindh Government to involve Non- Governmental Organizations (NGOs), particularly organizations of persons with disabilities (OPDs), in their awareness campaigns and vaccination drives. “NGOs and OPDs can play a pivotal role in countering vaccine hesitancy and engaging communities as partners in the fight against polio,” said Lashari. “Collaborating with such organizations will strengthen outreach and ensure the success of polio eradication efforts.” The NDF remains committed to advocating for inclusive and effective measures to combat polio and reduce disability in Sindh.

    NDF and Iltizam Relief Society Collaborate to Enhance Humanitarian Efforts in Sindh, Pakistan

    Shah Alam, Malaysia: The National Disability & Development Forum (NDF) held a strategic meeting with Iltizam Relief Society at their office in Shah Alam, Malaysia, to discuss collaborative efforts in addressing critical humanitarian needs in Sindh, Pakistan. The meeting highlighted initiatives such as the provision of shelters, WASH (Water, Sanitation, and Hygiene) projects, installation of hand pumps, food support, Ramadan food distribution, Zabiha projects, green energy solutions, and the rehabilitation of children with intellectual disabilities, particularly children with Down Syndrome in Nawabshah and Sanghar. Mr. Muhammad Shah, Chief Executive of Iltizam Relief Society, reaffirmed his organization’s dedication to supporting flood-prone districts of Sindh, especially those severely affected by the devastating 2022 floods. He emphasized Iltizam Relief’s ongoing commitment to alleviating the suffering of vulnerable communities. Mr. Abid Lashari, President of NDF and CEO of Pakistan Down Syndrome Association (PDSA), provided an update on the current situation in Nawabshah, detailing the ongoing relief activities carried out in collaboration with iltizam Relief Society. He underscored the pressing need for focused efforts on the empowerment and rehabilitation of children with Down Syndrome. Additionally, Mr. Lashari proposed the expansion of Iltizam Relief’s operations to other disaster-prone districts, including Sanghar, Badin, Thatta, and Sujawal. Mr. Shah welcomed the suggestion and expressed a willingness to explore these opportunities. Mr. Tariq Hussain Channar, Program Manager of PDSA, called for closer collaboration between Iltizam Relief Society and Pakistan Down Syndrome Association.     NDF Pakistan Nawabshah Hosts Event on International Day of Persons with Disabilities.

    Nawabshah: The National Disability and Development Forum (NDF) organized an event on December 3rd, marking the International Day of Persons with Disabilities, in collaboration with the Department of Empowerment of Persons with Disabilities (DEPD) Sindh Government, the National Disability Alliance, and the Age Disability and Diversity Task Force. The event was held at the NDF Rehabilitation Centre in Nawabshah.  On this occasion, NDF Program Manager Tariq Hussain Chandar stated that this day is celebrated to highlight the hidden potential of children with disabilities and emphasizes the importance of this group in society. “Persons with disabilities are not different; they are an equal part of society and should be encouraged at every level,” he added. Parents of children receiving therapy at the centre expressed gratitude for the free rehabilitation support provided by the NDF Rehabilitation Centre, which is supported by the DEPD Sindh Government. They mentioned that while a complete cure for disabilities is not possible, continuous rehabilitation efforts can effectively manage them. The seminar highlighted the Sindh Government’s commitment to empowering persons with disabilities and strengthening partnerships with institutions like NDF to provide accessible and quality services for all. On this occasion, Population Officer Nawabshah, Riyaz Ahmad Shar, praised the services of NDF and the Sindh Government, commending the hard work and dedication of NDF’s staff.

    Rehabilitation of Children with Disabilities: A Significant Challenge in Pakistan Abid Lashari.

    The rehabilitation of children with disabilities remains a pressing issue in Pakistan, requiring coordinated efforts from various stakeholders. In Sindh, where children with intellectual disabilities face heightened vulnerability, the situation demands both strategic interventions and unwavering commitment from governmental and non-governmental organizations. The National Disability and Development Forum (NDF) Pakistan has emerged as a pivotal player in addressing this challenge. Operating four rehabilitation centers across Sindh including Nawabshah, Larkana, Gulistan e Johar and Gulshan e Hadeed, Karachi, NDF caters to the needs of over 400 children with intellectual disabilities. These centers provide essential services life therapies, including psychotherapy, speech therapy, Physiotherapy, occupational therapy and non formal education and vocational training, aiming to empower children and their families. However, the sheer scale of the problem underscores the need for expanded resources and outreach. The Sindh Department of Empowerment of Persons with Disabilities (DEPD) has played an instrumental role in policy-making, institutional support to organizations of persons with disabilities through traing and grants and advocacy. By working collaboratively with organizations like NDF, PDSA, KDSP, DWA, NOWPDP, KVTC, DEVA Academy and others, the DEPD seeks to integrate disability-focused programs into the broader development agenda. However, experts stress that tackling this issue requires more than policies; it demands passion, sustained funding, and community engagement to ensure that every child receives the care and support they deserve. “Rehabilitation is not just about therapy—it’s about giving these children a chance to lead dignified lives,” says Abid Lashari, President of NDF Pakistan. “The government and private sector must work hand-in-hand to address the barriers faced by children with intellectual disabilities and their families.” The road ahead is long, but with initiatives like NDF’s rehabilitation centers and DEPD’s support, there is hope for a brighter future for children with intellectual disabilities in Sindh. Prioritizing this as a serious agenda could lead to a society where these children are no longer viewed as vulnerable but as individuals with unique potential.
